Paul Kealey is a Commissioner for MOD Science & Technology (S&T) Programmes overseeing more than £100m of government investment.  Paul graduated from Birmingham University with a Masters in Physics and a PhD in Condensed Matter Physics (Superconductivity), working at international neutron and muon facilities in France and Switzerland, with notable publications including Nature.
In 2001, Paul started his Defence career performing signal processing research for MOD in radar and electronic-surveillance, across air and space systems.  Paul published open literature papers on space-time adaptive processing and radar Doppler recognition algorithms for moving targets. In 2009 Paul joined Dstl to lead the C4ISR Sensor Systems Capability and Business, working collaboratively with industry, supporting operations and developing novel exploitation strategies.  In 2014 Paul became an Organisational Change Leader, delivering change programmes including the Science Capability Review, changing how S&T is commissioned and delivered in MOD, and restructuring Dstl.
Paul joined DST in May 2016 as Portfolio Commissioner focussed on Sensing, Information Systems, Space, Cyber and freedom of action in the EM environment.  As Commissioner, Paul is responsible for translating Military User Needs into S&T Portfolio options, defining S&T Programmes, ensuring appropriate delivery governance and seeking to maximise the exploitation of S&T for Defence capability.
Paul is married to Rachel and they have two sons and a daughter.  Paul continues to enjoy road cycling including social Sportive events, and supporting his children in their rugby and swimming hobbies.
